Core Duties & HSE Responsibilities

Reporting directly to the HSE Manager and Lead Safety Engineer, the Safety Officer will execute the following daily field safety functions:

• Site Inspections & Risk Monitoring: Conduct daily morning toolbox talks (TBT) and carry out continuous routine field inspections across excavation, pipe-laying, asphalt paving, and heavy machinery zones to ensure strict compliance with approved Method Statements and Job Safety Analyses (JSA).

• Permit-to-Work (PTW) Oversight: Review, verify, and enforce Permit-to-Work (PTW) systems for high-risk activities including deep excavations, confined space entry, lifting operations, hot works, and traffic diversions.

• Incident Investigation & Reporting: Investigate near-misses, dangerous occurrences, property damage, and site injuries; draft detailed initial incident reports, identify root causes, and propose corrective/preventive actions (CAPA).

• Ashghal Compliance & Auditing: Assist in weekly and monthly HSE audits to ensure complete alignment with Ashghal Construction Safety Guidelines, QCS (Qatar Construction Specifications), and Qatari Labour Laws.

• Emergency Preparedness & Training: Organize regular site emergency drills, verify proper use and maintenance of Personal Protective Equipment (PPE), and ensure emergency response teams and first-aid stations are fully equipped on-site.
