Position Summary

A prominent Construction / Oil & Gas Firm operating in Qatar is actively seeking a qualified and experienced HSE Officer for full-time or contract deployment. This critical safety position is responsible for enforcing health, safety, and environmental regulations across active project sites, conducting thorough risk assessments, leading safety inspections, and implementing site-wide incident prevention strategies in compliance with local regulations and international standards.

Key Duties & Responsibilities

• Safety Inspections & Audits: Conduct daily site walkthroughs to audit ongoing construction or oil and gas activities, identifying hazards, unsafe acts, and non-compliance issues.
• Risk Assessment & Method Statements: Assist in preparing Job Safety Analyses (JSA), Risk Assessments (RA), and Method Statements prior to commencing high-risk work activities.
• Toolbox Talks & Safety Inductions: Deliver daily toolbox talks (TBT) and project safety inductions to workers, sub-contractors, and site visitors to reinforce safety standards.
• Incident Investigation & Reporting: Investigate near-misses, dangerous occurrences, and site incidents; determine root causes, prepare detailed investigation reports, and implement corrective action plans.
• Regulatory Compliance: Ensure all site operations comply with Qatar Construction Specifications (QCS), Ministry of Labour safety guidelines, and client-specific HSE manuals.

Candidate Qualifications & Requirements

• Professional Certifications: **NEBOSH International General Certificate (IGC)** or **IOSH** qualifications are strictly required. First Aid and Fire Safety certifications are a strong plus.
• Educational Background: Degree or Diploma in Engineering, Occupational Health & Safety, Environmental Science, or a related technical discipline.
• Work Experience: **3 to 5+ years of practical HSE experience** directly within major construction projects, infrastructure development, or oil and gas sites in Qatar or the GCC.
• Technical & Core Skills: Proficient in hazard identification, permit-to-work (PTW) systems, emergency response procedures, and English safety report writing.
• Residency Status: Candidates currently residing in Qatar with a valid Qatar ID (QID) and transferable visa/NOC status ready for immediate site mobilization are preferred.
